Fungsi yang demikian juga berkaitan erat dengan kedudukan Pasai dalam jaringan antarbangsa. Dari kegiatan perdagangan, Kerajaan Islam menjadi kerajaan Islam di Indonesia, dan dari kegiatan perdagangan pula Kerajaan Pasai mengembangkan fungsinya sebagai pusat penyiaran agama Islam.
